The Protection From Sexual Predators Act of 1997

The Protection From Sexual Predators Act of 1997 (HR 305)
           sponsored by Rep. Louise Slaughter (D-NY).

                               HR 305 allows:

    1) federal prosecution of rapes and serious sexual assaults
       by repeat offenders

    2) requires that repeat offenders convicted under this section
       are automatically sentenced to life in prison without parole

    3) would give local prosecutors the option of seeking federal
       prosecutions since many states have less severe punishment

    4) authorizes a study of persisitent sex offenders by the
       National Institute of Justice.

This bill is in the House Judicary Committee.  In the 104th Congress, this
 bill was included as an amendment to the Crimes Against Children and
Elderly Persons Increased Punishment Act and passed the House with
overwhelming support (414 - 4).  The recent cases involving children
 targeted by repeat offenders who move from state to state underscores
 the need for such a bill.

The Dept. Of Justice notes that 60% of convicted sex offenders are on
parole or probation and that sex offenders are 10.5  times more likely to be
 arrested for a repeat rape crime than those convicted for other crimes.
